agencies are alert and active, foiled this dreadful plot to create carnage and chaos in Bolivia, and seem well aware of the danger that the Bolivian government, President Evo Morales and the people of Bolivia face from these rat bastard white separatists acting in the interest of global corporate predators and no doubt with plenty of our tax dollars, funneled directly from the U.S. embassy during the fascist murders and riots of last September, and by the DEA, the USAID, the U.S. military, Bushwack drug and weapons traffickers and--can there be any doubt?--the CIA.

We wonder where all the billions of missing dollars in Iraq, and here at home, went? They went right into the pockets of Bushwhacks like Rumsfeld to continue spreading mayhem in the world on behalf of Exxon Mobil & brethren. These "soldiers of fortune" in Bolivia are just the tools of the corpo/fascists who will stop at nothing to corner the world's resources. They slaughtered a hundred thousand innocent people in Iraq to steal their oil. What would they not do to destroy democracy in South America?

But times have changed. Have they ever! The South Americans are not taking this any more. They are united and they are coordinated in stopping these dreadful, U.S.-corpo/fascist-spawned horrors. It is good to see. Given what happened back in September--the unanimous backing of Evo Morales and his government by the leaders of South America, when he threw the U.S. ambassador and the DEA out of Bolivia--I have no doubt that Bolivian authorities have their full backing now, and whatever help they need, in investigating and prosecuting this and other such plots in Bolivia. None of them wants to see a return of the U.S.-sponsored coups, assassinations and destabilizations of the past, in their own countries, and any of their neighbors. The remarkable thing is that they are now united in this purpose as never before.

The Washington Post in an article about the expulsion of ambassadors on Sept. 12 noted: "a rising tide of violent anti-government protests in Bolivia, which led to the deaths of at least eight demonstrators on Thursday," failing to mention that the demonstrators killed were indigenous supporters of President Morales.12 The New York Times the same day did not report the massacre at all and instead published an inflammatory article on the expulsions that warned ominously of "a Cold-War style contest in the region."13

Also on Sept. 12, McCormack14 asserted that Venezuela had links to FARC terrorism and drug trafficking. He denied claims that Washington had been meddling in Bolivia's internal conflict in favor of the separatists, stating that "this reflects the weakness and desperation of these leaders as they face internal challenges and an inability to communicate effectively internationally in order to build international support." He added: "The only overthrow we seek is that of poverty."

The South America diplomatic reaction was markedly different. Virtually all South American countries rapidly issued statements supporting the Bolivian government and condemning the violence, as did the OAS and the European Union. The Bolivian crisis demonstrated a new actor in regional politics: The Union of South American Nations (UNASUR).

UNASUR Steps Up
On Sept. 15, while Western press focused on the expulsion of the ambassadors and the State Department made allegations on drug and terrorism links, a quiet revolution took place in Chile's infamous Moneda Palace.15

President Michelle Bachelet of Chile, pro-tempore president of the Union of South American Nations (UNASUR), called an emergency meeting to discuss the situation in Bolivia with President Morales.

Bachelet took visiting presidents on a tour of her government palace pointing out the room where President Salvador Allende took his own life with the words: "I have faith in Chile and her destiny." President Allende committed suicide while under attack from Augusto Pinochet's troops in the military coup of Sept. 11, 1973.

The message of the tour was clear. In 1973, there was no organization of Latin American states willing to support a legitimately elected left-leaning president facing a coup attempt in his own country. And now there is.
UNASUR Declaration of La Moneda16

4. At the same time, appeal to all political and social parties involved to take the necessary measures for the immediate cessation of acts of violence, intimidation, and disrespect to established democratic institutions and public order.

5. In this context, express their strongest condemnation of the massacre that took place in the department of Pando, support the appeals made by the Bolivian government to form a UNASUR commission in this fellow country to undertake an impartial investigation that will establish and clarify the facts, as soon as possible, of this lamentable event, and to make recommendations toward guaranteeing that the massacre does not go unpunished.

9. Judi, thank you for posting the UNASUR resolution. That was a critically important moment
in South American history, on a par with the people of Venezuela turning back the U.S. supported fascist coup in 2002. These new leftist leaders are creating a whole new paradigm not just of economic and political cooperation, but also cooperative defense of their sovereignty and resistance to U.S. and any other meddling in their countries. This was UNASUR' first act. And what a showstopper. Their second act was to locate UNASUR's headquarters in La Paz! And their third--some kind of miracle--was to get Colombia to vote with the majority on the Bolivian issue, so that it was unanimous, and then to get Colombia to join the committee that is working on a common defense (within the framework of their new common market), proposed by Brazil. They hit the ground running with the U.S./Bushwhack-instigated crisis in Bolivia in September. They had only just formalized UNASUR four months earlier. What an impressive performance! And that is not even to mention the economic, financial and infrastructure projects that they are working on, as well as the resolution of old disputes, such as Bolivia's loss of access to the sea in the Chile-Bolivia war of more than a hundred years ago.

Now we find them in desperation hiring hooligans to bomb churches and assassinate leaders. But South America's police and intelligence forces seem up to the task of preventing these plots, as we saw with the Bolivian exposure of the fascists' funding of the hired assassins and mayhem-creators, recently.
