2. I would imagine it means there would be no log file
Then again, I don't know enough about voting machines to say. I don't know if they come equipped with a hard drive or, instead, depend on external memory in order to store data.

3. The card stores the count.
Interesting that someone forgot to install it. I'd be suspicious of an sudden emergency replacement card.

6. Our voting scanners have these memory cards in them
so when you put your ballot in it reads it and records your vote. Apparently, someone neglected to get one from the (state?) I think. When I was voting it came in. They were taking ballots by hand so I dont know if they are going to scan in the ballots they already got now or if they are going to scan from the point they finaly install it on.
