If he doesn't veto the bill and he just let's it "sit on his desk" for 10 days it does become law.

He only promised not to sign it.

1. "it becomes law". No, it doesn't . It's a pocket veto which
means it can't be overridden by votes.

4. Exactly. A Presidential veto can be overridden with sufficient...
...votes. A pocket veto means the whole process has to start from scratch.

It will not pass.

3. He did veto the bill
It's called a pocket veto. If congress is not in session and a bill is not signed it's dead after 10 days. If congress is in session and he doesn't sign it then it becomes law.

Yes, if he were to let it sit for ten days, it would ordinarily become law.

BUT!

Since the House is not in session, that doesn't happen, and it's sent back for them to do over.

6. As long as Congress is not in session, failure to sign means the bill dies
This is called a pocket veto
