Process for extending middle-class tax cuts?

Process for extending middle-class tax cuts?
Let's assume that we want to extend the middle class tax cuts, but eliminate the tax cuts on the wealthy. I assume that this is a new law that Congress would pass and then get signed by the President. Does anyone know what the timeline is for this to take place? When exactly do the current cuts expire? Do we have to let those expire before we adopt new ones?

Anyone know what the process is?

1. Write a House bill of middle-class tax cuts.
Repulse GOP efforts to put tax cuts for the wealthy into the bill.

Pass the bill in the House and send it to the Senate.

Reject GOP efforts to put tax cuts for the wealthy into the bill.

Lose vote on cloture; then campaign on GOP obstructionism against tax cuts for the middle class.
Alternatively, get GOP crossovers and invoke cloture, then pass bill and have Obama sign it. Then campaign on success of enacting middle-class tax cuts.

2. Why do you want them extended?
If its only in the name of promoting tax "fairness", wouldn't raising them on the rich do just the same? What are the advantages and disadvantages of both approaches, and are you sure cutting is the best alternative?

3. I think they are aiming at Oct. or Nov.
to time it close to elections...then they can point to pubs saying they want to only help the rich...and if they can't get the bill through, they can allow cuts to expire in Jan.
