In my mind it was more a comment on the dazed look on his face compared to the active, engaged faces of Rep Cantor and President Obama. It has some context, not just some random derp photo that anyone can find about anyone.

And yes, I mock his spray tan, but that's mocking a choice - like a bad toupee - not making fun of his innate facial features. So to me, it's not exactly saying "you look funny", although you're free to interpret it any way you like.

But it is definitely not stating that he's somehow "defective" or not "normal". Just incompetent.
