This isn’t a fund to pay for overall clean up and containment, but to make rather to make whole those persons affected by the spill, covering lost income, etc. Am I reading this right?

8. I believe that is the case.
The money going for direct damages, lost income, etc. BP is still liable for cleanup costs and restoration (as much as possible), and has already paid money to State tourism agencies and for scientific research (monitoring spill, effects, etc).
