He said, “As I see it, the problem is caused by all them German submarines, the U-boats, sinking our boats. I propose that we heat the Atlantic Ocean to the boiling point. Then, when the ocean gets too hot for them German subs to stay underwater, they'll have to come to the surface. And when they do, we'll be waiting for 'em and pick 'em off one by one, just like we do during huntin' season back home in Oklahoma.”

“Of course, you might ask how I was going to heat the Atlantic Ocean to 212 degrees, and my answer is I leave that to the technicians. Myself, I'm a policy man.”
