Secretaries, undersecretaries, their staffs, some counsel, etc. are fireable. But the proportion is small, for example, only 10 people in the MMS that are subject to service at the president's pleasure. The rest are protected.

There are 350,000 civilian civil servants in the DoD, give or take. Approximately 130 of them are in the Plum Book.
