Howard Zinn: Impeachment by the People
from the Progressive:

Impeachment by the People
By Howard Zinn
February 2007 Issue

Courage is in short supply in Washington, D.C. The realities of the Iraq War cry out for the overthrow of a government that is criminally responsible for death, mutilation, torture, humiliation, chaos. But all we hear in the nation’s capital, which is the source of those catastrophes, is a whimper from the Democratic Party, muttering and nattering about “unity” and “bipartisanship,” in a situation that calls for bold action to immediately reverse the present course.

These are the Democrats who were brought to power in November by an electorate fed up with the war, furious at the Bush Administration, and counting on the new majority in Congress to represent the voters. But if sanity is to be restored in our national policies, it can only come about by a great popular upheaval, pushing both Republicans and Democrats into compliance with the national will.

The Declaration of Independence, revered as a document but ignored as a guide to action, needs to be read from pulpits and podiums, on street corners and community radio stations throughout the nation. Its words, forgotten for over two centuries, need to become a call to action for the first time since it was read aloud to crowds in the early excited days of the American Revolution: “Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it and institute new government.”

The “ends” referred to in the Declaration are the equal right of all to “life, liberty, and the pursuit of happiness.” True, no government in the history of the nation has been faithful to those ends. Favors for the rich, neglect of the poor, massive violence in the interest of continental and world expansion—that is the persistent record of our government.

Still, there seems to be a special viciousness that accompanies the current assault on human rights, in this country and in the world. We have had repressive governments before, but none has legislated the end of habeas corpus, nor openly supported torture, nor declared the possibility of war without end. No government has so casually ignored the will of the people, affirmed the right of the President to ignore the Constitution, even to set aside laws passed by Congress.

The time is right, then, for a national campaign calling for the impeachment of President Bush and Vice President Cheney. Representative John Conyers, who held extensive hearings and introduced an impeachment resolution when the Republicans controlled Congress, is now head of the House Judiciary Committee and in a position to fight for such a resolution. He has apparently been silenced by his Democratic colleagues who throw out as nuggets of wisdom the usual political palaver about “realism” (while ignoring the realities staring them in the face) and politics being “the art of the possible” (while setting limits on what is possible). ....(more)

1. Impeach. Remove. Indict. Convict. Imprison. (Rinse. Repeat.)
We are a nation without honor and without courage unless and until these war criminals are brought to justice for their crimes and we reclaim our democracy. It's OUR job. The buck was passed and it stops with ALL of us.

decisive action. This is our country and we have to dig deep into ourselves and ask ourselves do we really want to taken down by this dimwit. Don't wait for someone else to save us, it is all up to us.

3. I second that agreement....
The Newsweek Poll last week that indicated Bush's overall approval rating was 30 percent also found that 58 percent of people just wanted to the Bush presidency to be over. If those people would act, he'd be impeached before he could say "Decider."

Jonathan Alter went as far to say "Monarchy" we need more of our sleazy reporters to start saying things like this, we need to jolt those who are some sleepy state of denial to wake up in this country. We are definitely dealing with the Bush Crime Family.

6. The responsibility of "We the People.." is the most shunned concept in the costitution.
Alas for the country that depends on "leaders" to do the peoples' business.

9. "A Republic, if you can keep it". Benjamin Franklin, 1787, describing America's new government.

Clearly, Ben understood. An educated and informed electorate was essential. Libraries, newspapers, and public schooling.

And we watch "American Idol." :puke: :puke: :puke: :puke:

11. we have been "dumbed down" for some years now, basking
in our toys, and not thinking this could ever happen to us. If someone said to you Americans are weak, how would you reply to that, is it true?? or are we going to stand up against this vile cancer that should be surgically removed.

12. Clearly, lack of 'exercise' has made us weak.
As I've said, democracy isn't a spectator sport. I know it's EXTREMELY unpopular, but when 'The People' thought they didn't "have to get involved" and eliminated the draft, it went to shit continuously. Now, I'm not going to say that's all of it ... but it sure didn't help. We lack will power, it seems. It's easier to be envious of people who exploit others and get wealthy than to correct the economic system's flaws that magnify the inequities. It's easier to blame "them" than to think in terms of "we." We're always picking the "easy" way. Blame. Until we accept the responsibility, it'll only get worse. Far worse.

7. try to start to send your own state representatives, state representatives
to possibly put forth in their General Assemby sessions a resolution to impeach, we got nothing to loose. If we could get our state legislators to do this it would be the states vs. government to get this impeachment going. and don't worry about Dick, Fitz hopefully will take care of him.

He's always believed that the people push the policies; that they are the vanguard for progressive issues and that the parties follow the people.

I agree.

17. Potential alternative steps for "We the People" to initiate impeachment.
I did this in Oct., I believe, still haven't received any replies. Need to resend.

Do-It-Yourself Impeachment, no joke.
The Citizens' movement!

The day the nation demands impeachment is almost upon us. On Jan 20th, sacks and sacks of mail will be sent to congress demanding impeachment via the House of Representative's own rules. This legal document is as binding as if a State or if the House itself passed the impeachment resolution (H.R. 635).

There's a little known and rarely used clause of the "Jefferson Manual" in the rules for the House of Representatives which sets forth the various ways in which a president can be impeached. Only the House Judiciary Committee puts together the Articles of Impeachment, but before that happens, someone has to initiate the process.

That's where we come in. In addition to the State-by-State method, one of the ways to get impeachment going is for individual citizens like you and me to submit a memorial. ImpeachforPeace.org, part of the movement to impeach the president, has created a new memorial based on one which was successful in impeaching a federal official in the past. You can find it on their website as a PDF.

STOP WAITING FOR YOUR MEMBERS OF CONGRESS TO ACT FOR YOU.

Do-It-Yourself Impeachment...

Impeach bush yourself logoImpeach for Peace, a Minnesota-based impeachment group, has researched a method for impeaching the president using a little known and rarely used part of the Rules of the House of Representatives ("Jefferson’s Manual"). This document actually empowers individual citizens to initiate the impeachment process themselves.

"Jefferson's Manual" is an interpretive guide to parliamentary procedure, and is included (along with the Constitution) in the bound volumes of the Rules of the House of Representatives. It is ratified by each congress (including the current one), and has been updated continuously through the history of our democracy. The section covering impeachment lists the acceptable vehicles for bringing impeachment motions to the floor of the House.

Before the House Judiciary Committee can put together the Articles of Impeachment, someone must initiate the impeachment procedure. Most often, this occurs when members of the House pass a resolution. Another method outlined in the manual, however, is for individual citizens to submit a memorial for impeachment.

After learning this information, Minnesotan and Impeach for Peace member (Jodin Morey) found precedent in an 1826 memorial by Luke Edward Lawless which had been successful in initiating the impeachment of Federal Judge James H. Peck. Impeach for Peace then used this as a template for their "Do-It-Yourself Impeachment." Now any citizen can download the DIY Impeachment Memorial and submit it, making it possible for Americans to do what our representatives have been unwilling to do. The idea is for so many people to submit the Memorial that it cannot be ignored.
