I am all for lower taxes. End the wars, cut military budget in half, tax all income equally and we can lower taxes.

Public roads: Article I, Section 8 (Powers of Congress): The Congress shall have the power to establish Post Offices and Post Roads. A Post Road is a road on which mail is carried.

Public hospitals and Libraries: fall under the "promote the general welfare" clause in the Preamble.
