citizens approached by the Paper Nazis with $250.00 if papers produced are cleared..

meaning....any citizen asked of their papers and produces them as asked...should get a monetary compensation for carrying the damn things...like $250 or more.

This way, people will gladly carry copies of their passport/birth certifs/State ID's....

Many will want to be stopped and questioned for $250 extra cash....
