I don't know where the term came from, but "One Fodder Unit" became a popular term on the Republican cocktail party circuit in 1985. According to them, each individual American citizen equals One Fodder Unit.

This article will give you some idea on what the Board Members get for signing up. I did contact Sen. Graham who returned my call about WellCare a few years ago and I did get some help for my son after that so I don't think it is necessarily all bad. Senator Graham is a very good person who has done a lot of good things for his constituents in the past.
