would the large chunk be half if 1.01 vs. 2.06 is about half, or does it represent precentage of something else? I don't think they just made up the shape but was wondering if there was a reason for the size being so large. thanks!

It says, in foreign held debt, Bush borrowed 2 trillion. Everybody else previous, only one trillion.

...but, I think the 2.06 is more than twice as much as the 1.01, so I'm guessing if 3.07 equals "100%," then Bush's share is roughly a tad more than 2/3 of the total debt owned by foreign countries. And he did it in just eight years!
