The story is about a man shot and killed by Chicago narcs after he tried to "run them down." (By the way, why is it when cops go after a suspect in a car, he always tries to run them down and never tries to escape?)

always? really?

what %age of pursuits ends in the cops making a claim that he tried to run them down? do you know? of course not. it's a tiny percentage.

what evidence do you have that it "always" happens? i've been in a couple of dozen pursuits, and sat on many pursuit review boards. i've read fbi law enforcement journal articles on pursuits. it's a very small percentage where the guy tries to run the cop over, or if you prefer, where the cops "claim" that happens. of course, those are the ones more likely to make the news, especially the national news, so of course the ignorati might get fooled by selection bias.

it would be like saying, "how come every time the cops try to pull somebody over, they get into a pursuit?'

which is equally ridiculous, but routine traffic stops don't make the news. pursuits do
