5. Any banker who claims "govt made me do it" should have to pay back all the bonuses they ever got

since they are claiming that they didn't make 'brilliant' decisions after all, and just had to do what they were told. Just make them pay back all salary and bonuses they got above the median clerical salary for those years.

And then they should be regulated anyway.
