Dumb questions on health insurance reform bills in Senate:
Once the bills make it to the floor, can the GOP still filibuster at any time?

How much can the bill be changed once it makes it to the floor? Could someone theoretically propose an amendment that guts it entirely and replaces it with real reform instead of the Blue Dogs bowel movements?
