Dear Mr. Doty,
I appreciate your response to my email. I am, however, still unclear about the reasoning behind the decision to send the waivers to parents. I don't understand how that law would apply here. President Obama is our duly-elected head of state. Were similar waivers previously sent to parents when President Bush Sr. and President Reagan addressed school children?
