The man clearly felt entitled to hit the baby a number of times. Had the child's father been there or had the child's mother been someone he felt the need to respect, I cannot see even a cranky old man with an impulse control problem hitting a baby in public and facing retribution from the child's parents. It can only be because he thought there would be no retribution that he did this, and the minority status of the mother may have led to that.
