to stop having town halls on healthcare because the discussion about the bills in progress will be moot.

I'd tell them they'll find out the specifics when they return. In the mean time I'd tell Pelosi and Reid that the original bills the ones with single-payer need to be resurrected. I'd put my internal WH teams on a slogan Medicare-for-All. Then when congress returned I'd tell them to run that shit though like a running back heads down and anyone in the way gets hit and run over.

I'd tell the unions (anyone for reform) to dump all over the fucking Blue-Dogs and threaten to pull their Dem campaign funding and or to put candidates up against them. (can the WH do that?)

I'd find the biggest and hardest balls I could throw @ the blue-dogs 24/7 until they buckle.

I'd have that shit passed and signed before the end of November.

To answer your specific question, I have no idea of the time required to gather all of the pertinent info for the CBO analysis. Somehow, it doesn't seem to be an inordinate amount of time, as others have done a pretty good estimate of what single payer would cost.
