Hugo Chavez in Clio winning Human Rights ad.
Not so pro.

In the "Public Service" division, three posters portrayed Chavez, Mahmoud Ahmadinejad, and Raul Castro as anti-Internet.

This was for the International Society for Human Rights (ISHR)

All three are shown afraid of a mouse.

Perfect!

2. I don't know about Iran, but Venezuela and Cuba aren't anti-internet.
Chavez's weekly show is streamed, for pete's sake. And Venezuela is helping lay a cable so Cuba can be better connected and get around the US embargo.

That's just ignorant.

3. How heavily regulated/restricted is it
China is very connected and very restricted.
It would be foolish to suggest that the Chinese have full access to what is available on the internet.

4. There are not restrictions in Ven that I know of.
Cuba is restricted right now because of access problems and there seems to be some low level blocking of sites. It will take about two years to alleviate the bandwidth issue with that connection from Venezuela. Right now, it looks like bandwidth is prioritized for first responders and other crucial personnel.

5. No, but ISHR is anti-Venezuela and anti-Cuba.
They're not as bad as Human Rights Watch, but they cut their teeth hunting reds in the '70 just like HRW.
