2. I see your point
and I also see the difficulty in expressing good will to someone on such a holiday. Would it be proper to say 'remember Good Friday, for instance? That would be redundant in the case of Memorial Day, however: 'remember Memorial Day?' I don't think so!

...it's getting worse. I heard it on NPR this morning, and on CNN more than once yesterday.

Faux Noise should get on this case and start a war on Happy Memorials.

but in the rural area where I live, I've heard some of the local yokels celebrating with fireworks. They have no idea what the holiday is about.
