We will not have the votes to over ride and he will demand we send him a clean bill

3. The longer Harry sits on it, the more damage is done to the "admin" by their constant

supply of scandals. If Bush doesn't sign anything soon, he'll have nothing to stand on to veto it later

then issue a signing statement to 'ignore' the parts of the bill he doesn't like the next day.

(which will hopefully finially push the dems to just cut off funding the war).
