There is, in fact, a way for Bush to begin a global nuclear holocaust without Congressional approval (not that laws have ever been an impediment!). At the very least, the risks for this scenario are much higher now.

The president of the U.S. cannot, by law, launch a war without congressional approval, but can start a nuclear war within 20 minutes. And Bush has given the go ahead to expand this capacity to launch from more localized or remote/mobile carriers.

On the other hand, with the exception of Israel's rightwinged leadership, almost no one seems to want this disaster to happen. But will ANYONE stop it? Nor (or especially?) is it good for business (which seems to be a greater concern to many, rather than the horrific loss to innocent lives and the environment).
