Who would have standing to challenge a pardon for crimes not charged?

I don't know if its a proactive pardon or a preemptive pardon but I simply can not see how the Constitutional power of Pardon given to the President is so broad as to cover crimes not yet charged. That said, if he does it who would have standing to challenge it and how would it ever find its way in front of a Judge?

1. I believe the power to pardon is limited only in that a president cannot pardon himself.

quick redemption of yourself - impeach Dick and George real quick - preempt his preemptive pardon

The Hague does not accept Presidential pardons. Send them to the Hague.
