Anyone familiar with NY State Teacher Certification?

Anyone familiar with NY State Teacher Certification?
If one has a current teaching certificate for NY, but has never taught there is it
necessary to get a special substitute certificate in order to substitute teach (elementary level)?
Have a niece trying to get a job in NY City area. Thanks for any information.....z
