The principle is right out of Mein Kampf, as put into practice by Goebbels, Nazi propaganda chief. The masses are more-easily mobilized when a visible minority can be blamed for all their problems. For the Nazi's, it was the Jews. They were visible and just too damned successful economically -- WAY too many doctors, lawyers, dentists, merchants, who had money when Weimar Germany had none.

For the Pubs, it's Blacks, Hispanics, bums, illegal immigrants -- any minority whose population is generally below the economic mean, and (this is the beauty, to the Pubs) is easily identified visually.
