Meet the new U.S. Senator from Delaware
His name is Ted Kaufman and he's a longtime aide to VP-elect Biden.

1. Is this guy going to run in 2010, or he is he a seat warmer?
And it would be wise for Biden to resign before the new Congress is sworn in, as that will enable this guy to get a small seniority advantage over all the new senators coming in.

Biden wants his DEM replacement to be sworn in Jan 20 before resigning so that a DEM will get the nod...

Can anyone confirm this?


On edit, this article doesn't say anything about this, but seems to imply the nomination is coming from the current Governor, so I may have heard completely wrong...:shrug:

4. Biden's Guv Plans Midnight Swearing-in
ABC News' Teddy Davis and Arnab Datta Report: ABC News has learned that Delaware's newly elected Democratic governor is planning to take the oath of office at 12:01 a.m. ET on Jan. 20, 2009, making it possible for him to name Vice President-elect Joe Biden's replacement to the United States Senate.

Whether Governor-elect Jack Markell (D) gets to name Biden's Senate replacement will ultimately turn on whether the Vice President-elect makes good on his stated intention to wait until the moment he becomes Vice President to resign from the U.S. Senate.

Delaware law provides that when a U.S. senator resigns before the end of his term, the state's governor appoints a replacement who remains in office until the next election which, in this case, is 2010.

The midnight swearing-in will take place in Newark, Del., on the campus of the University of Delaware. Markell will be sworn into office by one of the state's Supreme Court justices. While Markell will take the oath of office and officially become governor on January 20, he will re-enact the swearing-in and deliver his inaugural address on January 21, at the state capitol in Dover, Del. Markell opted for a midnight swearing-in to accommodate Delawareans who wanted to attend the Obama-Biden inauguration in Washington, D.C., as well as the inauguration of the new governor, while simultaneously complying with the state constitution's requirement that the new governor be sworn in on January 20.

Edward E. “Ted” Kaufman is a member of the advisory board of the Obama-Biden Transition project and Co-Chair of Vice-President Biden’s transition team.




He was Senior Adviser to Senator Joseph R. Biden , Jr (D-DE) on the Obama Biden Presidential campaign. He has held a senior position in all of Biden’s federal campaigns.

He was on Biden’s Senate staff from 1973 through 1994, nineteen years as Chief of Staff.

Since 1991, he has been a Senior Lecturing Fellow at the Duke University of Law, also teaching in the Fuqua School of Business, and the Sanford Institute of Public Policy.

In 1995, he was appointed by the President and confirmed by the U S Senate to be a charter member of the Broadcasting Board of Governors. This federal agency is the independent, autonomous, entity responsible for all US government and government sponsored non-military international broadcasting – including Voice of America, Radio Free Europe/Radio Liberty, Radio Free Asia, Radio and TV Marti, and The Middle East Broadcasting Network. He is serving his fourth term.

He is President of Public Strategies, a political and management consulting firm based in Wilmington, Delaware.

He previously worked for the Dupont Company in a variety of finance, technical, and marketing positions.

He has a BSME from Duke University and an MBA from the Wharton School of the University of Pennsylvania.

7. To Prevent Any Possible Screw-Up Biden Needs To Resign First
A letter announcing his resignation at 12:01 AM on January 20th quickly followed by the swearing in of the new Democratic Senator at say 12:05 AM on the 20th.

9. It seems both outgoing and incoming Governors are DEMS...
despite my earlier confusion... So, what is the issue in terms of a "possible screw-up?"
