What kind of research progress is likely following lifting of federal restrictions on stem cells?

What kind of research progress is likely following lifting of federal restrictions on stem cells?
I understand that many of the research efforts have had to duplicate efforts off-site from the federal research centers to avoid having to adhere to the Bush restrictions, adding to their overhead.

But, I wonder if the changes that occur when Pres. Obama undoes the restrictions are expected to make a noticeable difference or have a significant impact in the actual outcomes and results of the research?

1. If he has any influence I would assume it would be to find a cure to cancer
given his family history with it and the pain he watched unfold
