NYC that are part of a type of neighborhood watch, their name had something to do with their berets. They use to patrol the subways and other high crime areas. That is why they have the night sticks. That was the only weapon they carried, if I remember it correctly and they handled some pretty sticky situations. Some people liked the idea of them being out there and some didn't, but when there was no police protection available, it was okay to feel a little safer with them patroling. :shrug:

If I had to guess, I'd say they were probably there because they were worried that black voters would be intimidated and they wanted to back them up, NOT because they wanted to intimidate anyone. There were reports of black voters being turned away without much reason 4 years ago.
