Yes, Universal health care is instrumental in fulfilling these constitutional requirements.

3. However, the Preamble would be a good place to start
"We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America."

2. Article 1, Section 8
The quote you mention is from the Declaration of Independence. I find this part of the actual Constitution more apt.

"Section 8. The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;"

"The Congress shall have the power to...provide for the common defense and general welfare of the United States"

Welfare implicity refers to the general quality of life in the united states. ie the Basic standard of living we expect to provide everyone. Congress shall have the power to make sure we're all starting from the same starting point in our general quality of life. It's up to the Congress to determine where that starting point is.
