Assuming that Maher Arar could have gotten the proper documents from the Syrian government, he would have been able to change his status from dual citizenship, removing his involuntary birthplace citizenship.

There will obviously be immigration hoops to jump through (as would be the case when hiring from ANY other country) but yes, the process exists.

EDIT: Sounds like a lot of hassle, and if that hassle isn't offset by a lower wage, I don't see the point.
