St. Paul police share plans for $50 million in RNC spending

A $560,000 command vehicle. $1.9 million in chemical irritant. $1 million in meals for officers. That's all in the security budget, paid for by a federal grant.

St. Paul hopes $1.9 million worth will do it.

Police officials on Tuesday shared details on how they intend to spend a $50 million security grant from the U.S. Department of Justice. Other items such as bicycles, cell phones and officer training are on the wish list.

The St. Paul City Council is expected to approve the grant agreement today at its meeting, during which Assistant Chief Matt Bostrom, who has been planning convention security, will give a presentation on the expenditures. The convention will be held Sept. 1-4 at the Xcel Energy Center in St. Paul.

The majority of the money, $34 million, is being spent on overtime salaries for officers on loan from other jurisdictions, as well as other contracts such as for satellite and cell phone service. About $1 million will be spent on meals, $3.5 million on training non-St. Paul officers and $1 million for private guards.

Pepper spray is pretty much just aerosol hot sauce.

About ten years ago some moran in Fayettenam who did something bad enough to justify bathing him in pepper foam tried to get his case thrown out on the grounds pepper foam was too dangerous to use on humans. In response, the District Attorney asked for a volunteer among the sheriff's department to season some food with pepper foam then eat it. The officer took a can of it home, made two dishes with it (eggs was one, the other was a lunch entree) and reported to the judge from the witness stand that pepper foam is a tasty and satisfying condiment suitable for many dishes.

2. Interesting, about the pepper spray.
I wonder if there is gleeful anticipation of spraying protesters? And who suggested such a large quantity of it, the police or the republicans themselves?

Also, I wonder if other cities had been invited to host the RNC this year, but opted out? Thanks, but no thanks.

5. They're really going to need it, okay?
They've got a bunch of problems on that side:

They've got a candidate who really doesn't have any fervent supporters but who DOES have a lot of fervent haters--in his own party! They've got a small but noisy contingent who plans to push the loser Ron Paul. They've got a president they can't let into the building much less anywhere near the podium for fear he'll make McCain the first presidential contender in history to lose all fifty states. And for all we know, the Phelps Mafia is planning to protest the RNC. Plus I expect them to buy a dozen Obama t-shirts, dress Repuke interns in them and send the kids out in front of the Xcel Energy Center to burn flags.

Given all that, the St. Paul PD is probably trying to buy Tabasco Sauce in 55-gallon drums so they can use the water cannon on a fire truck to suppress the inevitable riots. They sell it that way, right?
