The Vice Presidency is a unique office that is neither a part of the executive branch nor a part
of the legislative branch, but is attached by the Constitution to the latter.
The Vice Presidency performs functions in both the legislative branch (see article I, section 3 of the Constitution) and in the executive branch (see article II, and amendments XII and XXV, of the Constitution, and section 106 of title 3 of the United States Code).

OVP is not in their chain of command. The President really isn’t either.

“I never received direction from George Tenet or anyone else in my chain of command to fabricate a document … as outlined in Mr. Suskind’s book,” said Robert Richer, the CIA’s former deputy director of clandestine operations.

10. United States Government Policy and Supporting Positions
The Plum Book (United States Government Policy and Supporting Positions): About
Published by the Senate Committee on Governmental Affairs and the House Committee on Government Reform alternately after each Presidential election, the Plum Book lists over 7,000 Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment, nationwide. Data covers positions such as agency heads and their immediate subordinates, policy executives and advisors, and aides who report to these officials. The duties of many such positions may involve advocacy of Administration policies and programs and the incumbents usually have a close and confidential working relationship with the agency or other key officials.

The major categories of positions listed in United States Government Policy and Supporting Positions include:

Executive Schedule and salary-equivalent positions paid at the rates established for levels I through V of the Executive Schedule;

Senior Executive Service "General" positions and Senior Foreign Service positions;

Schedule C positions excepted from the competitive service by the President, or by the Director, Office of Personnel Management, and other positions at the GS-14 and above level excepted from the competitive civil service by law, because of the confidential or policy-determining nature of the position duties.
The Plum Book is used to identify presidentially appointed positions within the Federal Government. The list originate in 1952 during the Eisenhower administration. For twenty-two years prior, the Democratic controlled the Federal Government. When President Eisenhower took office, the Republican Party requested a list of government positions that President Eisenhower could fill. The next edition of the Plum Book appeared in 1960 and has since been published every four years, just after the Presidential election.

12. that's exactly what made Suskind smile like the Cheshire cat mentioned above.
he basically said the guy was parsing to avoid the responsibility he freely admitted in hours of taping with Suskind

Suskind said he felt sorry for those two guys (contractors, apparently), who's entire financial well-being apparently rests on their toeing the Bush line now

he and KO discussed the possibility of all this coming to fruition in hearings on the hill, where they'll be forced to testify under oath. he sounded VERY sure of himself, and confident in getting his facts straight

someone else said that this book will be ignored by the rest of the M$M, and I'm afraid that's what's going to happen, but the WH called him a practicioner of 'gutter journalism,' so I'm hoping that'll attract a bit more attention than it would've gotten had they just shut up about it

13. Susskind not only has tapes but E-mails.
He is a pro. He would not have revealed what he found out without substantial back up.

We are going to find out even more about this Rotten Regime if Sen. Obama becomes Pres. Then more secrets will emerge. Maybe there will be trials for the many criminals of the Regime, possibly even Bush & Cheney.

14. Congress needs to stop funding the office of VP immediately...
until the the role, chain of command and accountability have been defined in a legally binding manner, and according to what's left of the Constitution.

You watch, read and listen carefully. The GOP will call Suskin's charges 'ridiculous' and 'out there'.

What they won't do is call them 'Untrue' or a 'Lie', because if they do that and it turns out to be true, well, then we get to see some interesting people going to jail.
