It's singular-plural disagreement between noun (in this case, plural) and verb (in this case, singular). It should be, obviously, "Supporters hold up signs..."

What probably happened: they had an image of a lone supporter, and wrote the caption for that. Then they got the crowd pic, and edited the caption, but the dumbfuck only changed supporter and sign to the plural.
