The guy was only US Ambassador to Iraq immediately prior to Desert Shield/ Desert Storm.

and commanded the Pentagon during the Persian Gulf War.

From Joe Wilson on radio and tv and his book:
He was the last person to 'negotiate' with Hussein before
we went to war against him in the Persian Gulf War (I) ON
BEHALF OF THE UNITED STATES OF AMERICA.

He sat in a room in Baghdad with Hussein hours before the
war.

Cheney's memory is a disaster.
