It was an arrangement akin to that of Japan in the 17th century: a Mikado without power, in the hands of a vice-president 'shogun' and his warrior advisors. The only lacked a 'casus belli' in order to launch their barrage of lies, and later this militarist and Orwellian concept of war against terror, which is an adaptation of Truman's invention of Cold War.
