he's scheduled for july 10th.

why not next week?

1. Good question. I wish I had a good answer.
I'll believe that Conyers is serious when he has Karl Rove arrested on inherent contempt charges. Until then, I believe he's just blowing smoke up our asses.

2. Exactly. I've posted 2 comments about this today because it's beyond my understanding
why, after trying to get him to testify for an entire year (unsuccessfully), they finally issue a subpoena and
make it for... JULY?

5. The wheels turn verrrrry slowly in D.C.
Docket schedule and all that. Much like a Municipal Civil Court, they can't just snap their collective fingers and have someone appear tomorrow. It is not (unfortunately) as if he is being arraigned.

Besides, if they snapped their fingers, they might lose the setting in their pinkie ring(s) {inside joke, here}.

To have him served legally, to file all the necessary docs. How could they do it in just one week?

the Committee members have other obligations, and that's the first available date.

That's all there is to it. It's a simple matter of scheduling.

7. The oversight burden is oppressive, to say the least.
Then there is all the ordinary work of running a government.

Waxman is on the House floor right now offering an amendment
to clean up procurement abuses identified with oversight hearings.
Stopping waste, fraud, and abuse is more than just dragging people to testify.

Likewise for the House and Senate Judiciary Committees, they are all working
on numerous committees, bills, amendments, other hearings, etc.

People think these committees are in session all the time, I think. It just speaks to a basic lack of understanding of the machinery of government.
