he is the CinC

and the Chief Executive.

The buck stops with him, always did.

Ev en is a case could be made that he was "out of the loop" that would only demonstrate that he was asleep at the switch.

In the navy if a ship runs aground the skipper is at fault - even if he is 1000 miles away on leave.
