Former World Bank chief Paul Wolfowitz will head a high-level advisory panel on arms control and disarmament, the State Department said Thursday.

The move by Secretary of State Condoleezza Rice marks a return to government for Wolfowitz, a conservative with close ties to the White House. As deputy defense secretary under President Bush, he was a major architect of the Iraq war.

Paul Dundes Wolfowitz (born 1943), is best known to be one of the "architects" of the war against Iraq. He is one of the original neocons and signatory to the Project for the New American Century, PNAC. He served briefly as president of the World Bank in 2006, but resigned in disgrace in May 2007 due to ethics violations. In July 2007 he joined the American Enterprise Institute to work on "entrepreneurship and development issues, Africa, and public-private partnerships

First Hints of a Preemption Strategy


Paul Wolfowitz, under secretary of defense for policy (the Pentagon's third-highest ranking civilian), takes the lead in drafting an internal set of military guidelines, called a "Defense Planning Guidance," which is routinely prepared every few years by the Defense Department.

Wolfowitz's draft argues for a new military and political strategy in a post-Cold War world. Containment, it says, is a relic of the Cold War. America should talk loudly, carry a big stick, and use its military power to preempt the proliferation of weapons of mass destruction (WMD). And if America has to act alone, so be it. Controversy erupts after the draft is leaked to the press. The White House orders Defense Secretary Cheney to rewrite it. In the new draft there is no mention of preemption or U.S. willingness to act alone.
