Former Chino Correctional Offers Indicted On Civil Rights Charges

CHINO, Calif. -- Two former correctional officers at Chino state prison have been indicted on civil rights and obstruction of justices charges.

The indictment returned Tuesday against 37-year-old Robert McGowan and 50-year-old Thomas Ramos stems from an incident five years ago when shackled inmates were thrown to the ground.

McGowan is accused of pulling two prisoners out of a van in which they were being taken to a segregation unit after a fight between inmates an officers.

The prisoners were unable to break their falls because they were shackled and suffered minor injuries.

A couple of weeks later, Ramos allegedly turned in a memo stating that one of the inmates had slipped, although he already had been told of McGowan's alleged actions.
