it's a question of the privilege of the House (which it is, but it wouldn't surprise me to see Pelosi try to rule otherwise) at which time it HAS to be debated and voted upon (if it's ruled a question of privilege.)

We'll see if Pelosi thinks herself to be above the rules with the way she rules on this matter.
