Poll question: What one quality best defines the government under Bush?

In your view, what ONE quality best defines the essence of the government under the Bush administration?

(List is alphabetical; good qualities excluded because this is Democratic Underground. Choosing one does not mean you exclude any of the others.)

Clarifications welcome.

(ON EDIT: On recommendation added ideology at bottom of list, at a stage when the option it replaces still had zero.)

1. Greed first with dangerous amounts of stupidity, incompetence, and cronyism.
Any "good intentions" are self help in the name of the public good.
