4. Why would they be? The destruction isn't total yet. george** will do a
fly-by in a few days. Chertoff will then announce that he's too busy to be bothered, he has plans to draw up on martial law and the elections.

for now at least.

The firefighters have enough on their plates, without having FEMA to contend with right now..

8. A federal declartion means you can also get resources fom out of the
state.

FEMA (in theory) would be useful for water and food... and some medical

Once it became part of DHS, it became a last resort, not the first.
