I will add to this as I find more sources
from 2005

From the Army

Since 9/11, approximately two platoons worth of Soldiers have drowned in vehicle rollover accidents. To date, FY05 was the worst year for these types of accidents and it looked as though we were making real progress reducing these types of accidents in FY06. Unfortunately, the arrow is going back up; we have already exceeded FY06's total number of vehicle related drowning accidents and fatalities - and the most dangerous month (February) is not over. Be diligent in identifying road hazards and ensuring your Soldiers do not operate vehicles too close to the edge of the road, especially after heavy rains when the ground is soft.

this says volumes(2005)
When a Georgia soldier questioned Defense Secretary Donald Rumsfeld on the armor issue last December in Kuwait, Rumsfeld responded: “As you know, you go to war with the army you have. They’re not the army you might want or wish to have at a later time.”

Yet when Rumsfeld visited Iraq last year, he did not ride in a Humvee. Instead, military officials put him what is known as a Rhino Runner, a bus-like box of steel. Other civilian officials in Iraq ride around in vehicles with V-shaped hulls that deflect IED blasts away from the vehicle.

And THIS blog from 2003!!!

1. OK...we aren't changing anything-why the uparmored Humvees are so popular

In September 2006 Armor Holdings announced it will provide the US Army M1114 Up-Armored HMMWV with supplemental armor components to increase the vehicle's IED protection levels. According to company sources, the contract worth is $183 million. The armor components will be delivered in 2007.

On early July 07 the Pentagon released another batch of orders for armored vehicles, as part of the Mine Resistant Ambush Protected (MRAP) and other armored vehicle programmes. The new orders cover additional orders from Force protection and International Engines and Trucks (IET), for 395 Category I (Cougar) vehicles and 76 Category II vehicles (60 from Force Protection and 16 from International). Further orders for 441 RG-33 based MRAP vehicles were awarded to BAE Systems. Two weeks later (July 13), Stewart & Stevenson Tactical Vehicle Systems, a subsidiary of BAE Systems' Armor Holdings Inc. received another order for 1170 MRAP vehicles under a second order worth over half a billion US$ ($518 million). Under this contract the company will supply 1,154 4x4 Category I vehicles and 16 Category II (6x6) vehicles to be delivered by February 2008
