'DC Madam' confirms Ronald Roughead of SAIC was a customer --Palfrey Asserts "Honey Pot" Defense By Lori Price 11 Sep 2007 Citizens for Legitimate Government has learned that the so-called DC Madam, Deborah Jeane Palfrey, confirms for the first time that another individual with very high government security clearance -- Ronald Roughead of SAIC -- was 'a customer.'

During the predawn hours of March 1, about 20 Pakistani intelligence agents and soldiers, backed by a team of CIA operatives, stormed a drab house in Rawalpindi. After a brief shootout, Khalid Sheikh Mohammed, the notorious al Qaeda mastermind of 9/11, emerged dazed, disheveled, and in handcuffs. Not much has been revealed since about how authorities hunted him down, but intelligence sources say the case turned on a months-long game of electronic cat-and-mouse between the terrorist and U.S. spy agencies. And it couldn't have been broken without the contributions of a mild-mannered, slightly eccentric, 78-year-old nuclear physicist named J. Robert "Bob" Beyster and his remarkable company, Science Applications International Corp.

Most people have never heard of either Beyster or SAIC -- and that's fine with Beyster, the company's reclusive founder and CEO. Privately held SAIC makes much of the supersecret technology that's at the core of the sleuthing done by the National Security Agency, CIA, and other spook services. Neither Beyster nor the company will discuss any role in Mohammed's capture. But it's known within intelligence circles that SAIC data-mining and sensor systems helped tease out crucial clues about Mohammed's activities from intercepted text messages that he sent to his al Qaeda operatives using as many as 20 different cell phones. Now, with Mohammed allegedly talking to his captors, intelligence officials say they're pumping new material through SAIC-designed systems virtually around the clock, homing in on other terrorists and their plots. "We're winning victories almost every day, and a lot of them are based on stuff made by SAIC," says one intelligence agency consultant.

For Beyster and his company, these are just the latest in a long line of unsung coups. Since 1969, when Beyster quit a comfortable defense-industry job at the age of 45, mortgaged his house, and founded SAIC in a tiny La Jolla, Calif., office with rented typewriters, the company has been quietly compiling a record of technological breakthroughs, management innovation, and financial performance that few corporations can match. After 33 straight years of profits and growth, SAIC is now the country's largest privately held infotech company, with 2002 revenues of $6.1 billion.

"The crux of ACRI is that the forces deployed have the necessary equipment. It is given them as part of the training," said Colonel Ron Roughead, the US embassy's defencee attache in Nairobi.

"I categorise their (Kenya's) forces as very professional and disciplined. Like all of us they lack money which impacts their readiness overall, not for training but for equipment," he told The Associated Press.

A special two-year training programme has been set up for Kenyan troops - who have served in UN peacekeeping missions in the former Yugoslavia, East Timor and Sierra Leone - to reflect their relative professionalism, Roughead said.

It will begin October 2 with training at battalion (800 troops) level with classroom and field exercises covering areas such as convoy escorting and roadblock security. For the first time with an ACRI programme, Kenyan officers will also be trained so they can conduct their own training. Some 40 US special operation troops will conduct the training, Roughead said.

The next phase, which is expected to take place six months later, will be at the brigade level, another first for ACRI, he said. A brigade has four battalions assigned to it.

"It's (ACRI) been very successful ... It's the right training the countries need. More and more countries are interested in providing troops for training," Roughead said. He said it was too early to evaluate the effectiveness of the training.

23. Ron Roughead and Ms. Palfrey
I am the original source of the story connecting Ronald Roughead with the Palfrey case, though there was an anonymous commenter on a progressive blog board around July 8th-9th who mentioned finding him in the phone records of Pamela Martin & Associates. He came up later in my research, it doesn't come up right away in google searches (happy hunting!). I wrote my first article on July 16th about the find, and while I'm sure the mainstream press found him around the same time, my site (J to the Power of 7) is the first real investigation and analysis to make the connection of who Mr. Roughead is related to the records, and what significance he might hold showing-up in them.

Look closely at the Abramoff/Cunningham scenario, and you'll probably be close. But take a look at the Profumo scandal, and you're getting warmer, there's a potential for a real labyrinthine mess here. I object to the kind of comments voiced by Virginia Dare: what kind of country do you think we live in, anyway? If you're so resigned and fatalistic about it, why stay? If I felt the way you do, I would emigrate. It's not a "love-it-or-leave-it" argument, it's just that the argument is boorish and cowardly. You should know that (Ret.) Col. Roughead has some psy-ops experience with his stewardship of IMN in Iraq--aka, "the Iraqi Media Network." He didn't last long, but such fatalist opinions in America make me think that we're more-easily indoctrinated than the average Iraqi. Hardly surprising. It should be added that his brother--Rear Admiral Gary Roughead--is CNO of the Navy, the head cheese. He'll be directing attacks on Iran from the Persian Gulf. Interestingly, only days after he was appointed CNO by President Bush, SAIC received a nice contract with the...the Navy!

Anyway, I've called and spoken with Col. Roughead at his apartment in Alexandria, Virgina--just three-miles from the Capitol building where he testifies/lobbies for SAIC, the people whom I believe are his current employers. SAIC visits J-7 repeatedly, as does Mitre, the DOJ, and numerous other institutions. I am unafraid, so what's your problem? Stop with the alarmist-speak, it makes one appear suspect. One should remember that people like the Ron Rougheads of this world get to hid in the shadows while we're distracted by the clowns holding-office. They're the movers and shakers. His number is found in Cingular 2005, page 4 in the phone records of Pamela Martin & Associates. I was also the first to suggest the "honey trap/plot" in all of this to Ms. Palfrey and her civil attorney, Mr. Montgomery Blair Sibley, comparing it to the "Salon Kitty" in Nazi Germany, but there are sundry examples of this during the Cold War. It's a very old method. Oh yeah, and look up Mark Capansky, he fits-into this somewhere as well, he was an intern for Penn. Rep. Bob Goodlatte.

This is an unknown to Ms. Palfrey. In an recent e-mail, she
stated nobody from the Middle East identified themselves or
the country-of-origin: "[N]o one of course IDd them self
as a member of the House of Saud, in such a situation. Folks
from this part of the worldunlike the Dick Morriss in this
country-do not brag or draw attention to their true
identities. With this said, we had many, many clients from the
Middle East; especially, prior to 9/11." My site is on
the linkroll of Ms. Palfrey's site, by-the-way. I would enjoin
readers/commenters to spread the word on this so that we can
confirm or deny whether there is something to any of the
connections to the intelligence world and Ms. Palfrey's legal
predicament. 

People like Sen. David Vitter (see Bill Keisling's piece at
www.yardbird.com) and Roughead have security clearances that
have conditions to them, and it's likely that they violated
those conditions. Even as someone in the private sector at
SAIC, Roughead can still retain his high-level govt. security
clearances--many employees of SAIC are hired on that basis.
It's unclear if any Saudi dignitaries or intelligence
operatives were involved in any surveillance or use of Ms.
Palfrey's escort service, there aren't any indications of it
at this time. But there are some indications that members of
intel-institutions were using her service, as evinced by Mr.
Roughead's prescence in the phone recs. One should also look
to Shaha Ali Riza, Paul wolfowitz's lover. She was also
employed by SAIC during their relationship...
