party and we still have majority?

1. I don't know the rules in Idaho
but in recent instances, the governors of the states in question had the power to appoint a successor. Without even looking, I'm betting dollars to doughnuts that the governor of Idaho is a Republicker.

it's a state law. They just did this a couple of months ago.

He has been on the fence about running in 2008, indicating that he would announce his decision next month. This may seal it for him (along with the fact that his support for immigration reform legislation has made him unpopular with some repubs). If he decides not to run, its still odds-on that a repub will win in Idaho over pretty much any Democrat we can find.
