What is the difference between "Decider" and "Dictator"

In which Bush said he was the decider.

But the difference is that we have an executive branch, but in theory he is held in check by both the Legislative and the Judiciary branches. Granted, at the moment they don't seem to be doing such a bang up job constraining him; but those safeguards haven't been eliminated either. In a year and a half Bush will presumably step down and someone new will be in the white house.
