I would think that the winds of a typhoon could spread a lot of radiation over a wide area. Eventually, the RX buildings will be enclosed but not before the coming typhoon. The U4 fuel pool is pretty scary. There is also a lot of contamination on the ground and building structures near the plant. A recent French poll found that 67% of the French people oppose new nuclear plants. France is the most nuclear country in the world, so that is pretty telling.
