If you were around during the late 60's and early 70's you know that it is not unusual for "motherfucking pigs" to be out of control. They always try to act as if this is just a few rogue cops but the fact is the rest of the officers and hierarchy in these departments do everything they can to make up excuses and protect the officers that are perpetrating these kinds of atrocities. Doing this to somebody in a wheel chair is beyond the pale but officers have always been known to beat heads and humiliate people with little provocation.

Tasers were originally created and put on the streets so that police officers would not have to use deadly force. At the time there were too many situations where officers were shooting people with very flimsy rationales as to why. The problem now is you have officers out there that just seem to enjoy using their tasers on people. Not much provocation is needed other than the officer said jump and you didn't ask how high fast enough. Officers in these cases should be summarily fired they have no business on the street with the kind of power we give to those enforcing the law. If proven, anybody in the hierarchy of the particular police department that is found to have tried to cover up or protect officers that are found to have overstepped what is allowable should also be fired. Any officers that consider themselves to be 'good cops' should be standing up and stating that they don't support treating citizens in this manner.

20. A greater danger than brutal individual cops

is that enough people will come to believe that an encounter with the police will most likely be painful, definitely humiliating and possibly fatal. At that point they will strike first in self defense. If that day comes, the cops will no longer be able to enforce the law. Some police seem to think that they actually have the power to enforce their will on the public. That is delusional. The police are only able to function because of the willing compliance and tolerable good will of the general public. Should they loose that good will and compliance they will become the victims.
