7. The Repugs WANT under reporting

Because if it becomes truly representative, it means more Dems in the house of representatives. The repugs would like it if the count decreased, fewer elections to rig, fewer bat-shit crazies to find to fill those races. What if there was an election and no crazy people ran? I guess there would be no repugs. Fear and loathing is their stock and trade, they have no ideas, they have no solutions, they have nothing, and if cable and satellite companies made Faux news a pay station, it is entertainment after all, you would have a large cross-section of America slowly come out of a fear induced coma. :freak:

but assuredly NOT their own constituencies!

It's in everyone's best interest (even theirs) to let as many of the nutters get excluded by their own handiwork as possible.

Note: the census affects not just representation but revenue flows.
